Petra is a useful Gen 3 Cavalry project for players developing a rally lead through Hero Roulette. Her random Conquest output is not a reason to dismiss her separate Expedition buffs. The bigger spending question is whether to finish her through Roulette, use general shards or reserve those shards for a harder-to-obtain hero. A developed Petra can keep serving an attacking role after newer Cavalry heroes arrive.

Use the current event's guaranteed milestones in that calculation; a forum player's number of Roulette appearances is not a guaranteed schedule for your server. If Petra remains a regular rally leader and the Roulette milestones are affordable, continuing her development has a clear use.

Separate Rally Priorities from Conquest Priorities

For damage-focused Expedition play, examine Evil Eye and The Favor before The Shield. The former increases damage taken by the target when it triggers; the latter raises squad Attack when it triggers. The Shield reduces incoming damage, so it moves up the order for a battle where surviving is the problem. Do not spend on a Conquest heal expecting to raise a troop-damage score.

Dichotomoy combines direct damage with one of two outcomes: an Attack reduction or a short stun. Change of Fate rolls damage within a range, and Turn Card rolls healing for the friendly hero with the lowest remaining Health percentage. A stronger maximum roll does not guarantee recovery at the moment a frontline hero needs it. If your lineup survives only after an exceptional heal, fix that dependence before investing solely in more damage.

The skill descriptions provide usable ranges. At maximum listed skill rank before exclusive-gear modification, Change of Fate uses 70% of Petra's Attack as its base and rolls 5% to 600% of that base: an arithmetic range of 3.5% to 420% of Attack. Turn Card uses a 140% base and rolls 5% to 400%, giving 7% to 560% of Attack. These are endpoints, not expected averages; using their midpoint would assume a probability distribution the description does not supply.

Fate's Writ: A Separate Reason to Keep Investing

Weighted Deck improves the limits of Petra's fluctuating Conquest skills. Cosmic Eye instead supplies Rally Squad Attack, reaching 15% at its maximum listed effect. A player building Petra primarily for leading rallies is buying the second benefit for a different reason from an Arena player buying improved variable output. Neither effect should be merged into a claim that all of Petra's random troop buffs become more reliable.

Before increasing Fate's Writ, inspect which skill or stat the next rank improves. An odd-looking fixed target such as level 9 is not useful without that mapping and the material cost. If the next purchase strengthens a mode you seldom play, compare it with regular gear or another hero's role-relevant upgrade. Keeping Petra useful does not require buying every available improvement immediately.

Petra Versus Margot or Thrud

Compare the job, not just the generation. Margot offers a different mix of support and defensive effects, while community discussions of Thrud distinguish PvP use from Bear Trap leading. Those differences can justify keeping Petra for one preset while developing a different hero for another. A new character does not need to replace every old use case to be worthwhile.

For an affordable test, retain comparable Cavalry gear and change one hero at a time. Record several results for the activity you actually intend to improve. If Petra remains your better rally option but loses an Arena comparison, keep separate formations instead of forcing one universal winner. Remember to restore shared gear before the next event.
