Making 60 attempts rewards you with one Headhunting Dossier, which converts into a special 10-permit for the next banner. Featured characters do not stay in the standard gacha pool forever. After a character's banner ends, they remain available as a random off-rate drop for only 3 subsequent Chartered Headhunting banners. Once those three updates pass, they are completely removed from the Chartered list. They are also never added to Basic Headhunting, making them highly limited units.
